CHALLENGES IN IMPLEMENTING GEOGRAPHIC INFORMATION SYSTEM FOR LAND ADMINISTRATION PURPOSES IN BORNO STATE: A CASE STUDY OF MINISTRY OF LAND AND SURVEY, MAIDUGURI
Given the inadequacies of the traditional approach to keeping of cadastral information, many
countries are now embracing and adopting information technology in their land registries for
efficient land administration processes. The purpose of this study therefore was to examine the
challenges in implementing geographic information system (GIS) for land administration
purposes in Borno state. A structured questionnaire was administered on respondents who were
carefully selected across the various units of the land administration department of the Ministry.
Responses acquired were analyzed using tables and percentages. The findings of the study
revealed the lack of capacity to implement GIS in its land administration processes, fear of the
unknown, lack of political will, unstable power supply and poor access to internet facilities as
some of the major challenges militating against the adoption of GIS technology in the Ministry.
The study recommended among others that the state government should commence the training
of staff and acquisition of GIS equipments for the Ministry to commence the conversion of its
